What is a situation in your countries when an order is sent by express service (UPS, DHL, FeDex)? Do you have to pay additional fees?
Thanks in advance.

Do you mean as the receiver?
I've got an appointment with a fella named Shakespeare.

We do pay an extra fee Djvaso, cause those orders arrive faster (but that's the idea with express mail service) but normally those services are only used by companies when they need something fast and urgent, (contracts and other documentation, spare parts, etc) but in any case we are informed or know in adavance that it's going to cost extra, it's a service required by us buyers . But if I do not required that service I'm not going to pay for it, if anyone send me an order by express service without any request from me, I'm not gonna pay it

I had made an order at Barnesnadnoble and chose the cheapest delivery (air mail) for USD 8,48. They had not disc at stock so that I had to wait 16 days. Then I received notification mail that my order is dispatched by UPS!? After 3 day, a person from local UPS office contacted me and said that I should pay EUR 37,44 for their service!
I don't know what to do? I have contacted B&N but there is no replay from them yet.

Whatever you do, don't pay it.

1. You didn't ask for the service so you cannot be forced to pay it.

2.  I have recently been sent spam emails supposedly from courier companies like this and they are just scams.  I can't say that yours is but be very careful.  The email you received may not be genuine.

Anyway, like I said, whether the email is genuine or not, don't pay it.

If I don't pay, it is possible that I'll lost USD 39,95 paid for order because I have not any feedback from B&N.
It is genuine e-mail, I have got link on UPS site with tracking number.

Some people here have similar experience with Amazon, but Amazon resolve these issues elegantly. Here is part of letter from Amazon customer service:
"Thanks for writing us at Amazon.com.

I can completely understand your frustration and annoyance with this situation, I don't blame you for being upset, and I do apologize profusely for all of the mistakes and delays which contributed to this very unfortunate series of encounters.

We use a variety of carriers which we have found provide the best service for our different shipping options. At this time, it is not possible to request a specific carrier for your order. This order was already been shipped and it's on the way to deliver the package to you.

Unfortunately, our Customer Service centers have no mechanism to contact the carriers on order related issue after an order is being shipped. I certainly apologize for the
inconvenience this may cause.

Rest assured that UPS won't be charged extra for this shipment as it was shipped via Standard International shipping.

Furthermore, if you were charged, I do request you to write back using the link below so that we will refund the amount which was charged by UPS.

In which case, keep plugging away at B&N until you get a response.  Phone them if you have to.
One thing is for sure; it's always harder to get your money back once someone else has their hands on it.

I have received lots of packages from several different countries (at least USA, Japan, Italy, Spain, Germany and France) that have been sent by couriers like FedEx, UPS, DHL and something from Spain which takes only one day to arrive to my doorstep (the rest usually take 2 or 3 days) just can't remember the name (I think they have planes flying directly to Finland because while it was something like 18euros for 3 DVDs, it would have been around 60euros to Sweden ;D ).

I have never had to pay anything extra to any of them except once when a package from Amazon.co.jp was over the customs limit and DHL (nowadays amazon.co.jp sends by fedex to Finland at least) asked about 10euros or so (plus the tax I owed the customs) for them to handle everything and deliver the package to my home. I could have just went and pick up the package from their warehouse and then go handle the taxes to the customs myself (but I probably would have spent more than 10euros on gas :P ).

When I had a similar situation with FedEx (value of the package was over the customs limit) they just called ahead before the package was even in Finland and asked how I wanted to pay for the taxes (I chose credit card) and they handled it all and charged nothing for it and the package came to my doorstep like always.

If they really did send the package with something that causes extra costs for you, I wouldn't accept it either and would ask them to refund what I paid for the disc. I'm not sure about other credit cards or countries, but at least here with Visa we (customers) are protected well. So good in fact that if this had happened to me I know I would get the money back guaranteed regardless of if the shop wants to refund them or not (and I would think Visa has it the same way everywhere they work). :P
